Author Info: Binayak Ray obtained Masters degree in Economics from the University of Calcutta, India and a Post Graduate Diploma in Regional Planning from the University of Edinburgh, U.K. He has worked in a number of developed and developing countries, specialising in economic development, public policy, public administration and reform issues. Until 1996 he was a Director at the Australian Agency for International Development (AUSAID), overseas aid agency of the Australian Government. He joined the Australian National University as a Visiting Fellow in January 1997 at the University's Department of Political and Social Charge and National Centre for Development Studies.
